The test goes to you
The monitor-email Send me a test action sends only to the signed-in owner and is limited to once per minute. It does not send a broadcast to every configured recipient.
Recipient configuration is a separate step
Save the intended eligible members in the recipient picker. Actual monitor alerts recheck membership, verified email, monitor access, plan allowance and the integration switch before sending.
Use the right conclusion
A received test confirms that the owner can receive that test message. It does not prove that another member’s mailbox accepts delivery or that a monitor will bypass confirmation thresholds, maintenance or its email quiet period.
